EU-Wide “Citizens’ Initiatives” Are Naïve

The notion that ordinary citizens unconnected with parties or large sectional interests will spontaneously organise themselves in one million-strong groups as spelled out by the Lisbon Treaty is “touchingly innocent” Andrew Brons MEP said today.

Speaking during a Constitutional Affairs Committee (AFCO) meeting on the EU “Citizens’ Initiatives” plans, Mr Brons said that the proposal “has been referred to as a participatory instrument – even participatory democracy. However, it is a regulated and constrained participation.”

According to an European Commission (EC) press statement, the European citizens’ initiative (ECI) will “one million citizens from at least one quarter of the EU Member States to invite the EC to bring forward proposals for legal acts in areas where the Commission has the power to do so.”

According to the EC, the “organisers of a citizens’ initiative, a citizens’ committee composed of at least seven EU citizens who are resident in at least seven different Member States, will have one year to collect the necessary statements of support.

Mr Brons told the AFCO committee that the ECI plan must “not be frivolous” but that it was “potentially a subjective judgement.

“It must not be in conflict with so-called European values. However, these are currently agreed values but this is an attempt to bind future decisions and debate in the EU.

“The Commissioner, Mr. Sefkovic, added a third condition that it must not be contrary to the interests of the European Union,” Mr Brons continued.

“This is the most subjective judgement of all. This would rule out not just expressly anti-EU opinions but would also rule out (say) anti-globalist proposals, because they were opposed to the neo-liberal policies that are currently in favour.

“Regulated, constrained democracy is not democracy at all. It is orchestrated applause.

“The idea that ordinary citizens, unconnected with parties or large sectional interests will organise themselves spontaneously in several countries and number one million people is . . . I can think only of the words, touchingly innocent,” Mr Brons said.

  1. The EU is only interested in sham democracy to legitimize decisions made behind closedoors. The whole project is about excluding the populous inorder to push through a globalist agenda which serves remote international institutions. It won’t work though because like the USSR it can generate no love only contempt & unable to renew itself it falls into error & rigidity. The global financial crisis is a product of this hubris. Nations work, supranational dictatorships do not.
